I can get that far and menu shows the top cam is active but it does not show when I'm Playing a course. Only a couple of seconds and I louse It.

Where do you put it? The game can't figure out how to get it's space back if you try to use space that it needs. Try putting it in the top right corner to see if it will stay. If it does, rethink where you're going to place it.

Sounds strange, make sure you have version 1.07, and possibly consider reinstalling Links.
