is there any way to find the best new courses? No rating scores to find the gems.

Hi Stillwater... Can you be more specific about what you mean by "NEW" courses? New in what manner? Old courses that have been newly created? New courses that have recently been created? Give us a little more info on what you are interested in. With Links, the newest aren't necessarily the best. The course designers are also ranked.

In addition to those reviews, I made a post a while ago about courses made since the reviews stopped happening, which may be very close to what you're looking for: viewtopic.php?p=9298#p9298
But those are just guiding tools, I agree with Dan, it is very subjective and if you tell us about your tastes in courses you may get better suggestions

The Clip Notes by Ben Bateson mentioned by Pete is an excellent, well-researched aid but it is worth noting that it was last updated 8 1/2 years ago (file date on my hard disk is 1/8/2013). This would obviously exclude close to 600 of the 2329 courses currently listed here as well as any new designers who may have come along or designers who are in Clip Notes but who may have improved their skills. Surely there are some gems in those 600 or so courses since Clip Notes was last updated. Everyone has their own preferences when it comes to course style, playability, etc.
