It was a great story, but unfortunately it never made it past the planning phase. Mike DeVries ended up being the selected architect and they had a site selected in Texas, but it didn't happen.
Good thread on GCA started by the author of the story you linked, including recent attempts to identify the original planned site in Argentina. Peter Flory has done a lot of work using The Golf Club designer/game to recreate lost courses.
