Has anyone been able to run Links 2003 on an Intel Surface Pro 11

I am trying to get Links 2003 1.07 to work on my new Surface Pro Intel tablet with Intel(R) Arc(TM) 130V GPU (8GB)
graphics card on Windows 11.
I have tried the following -
Added the below to thevideocard.txt in Links2003 directory per LinksCountryClub help page for running on a surfacepro.
0x64A0 = "Intel(R) Arc(TM) 130V GPU (8GB)"
DefaultBltNotFlip
NoCopyZInVidMem
That didn't work
I tried every combination under the sun for compatibility settings (DPI, Windows 7, XP SP2/3, Reduced Color Mode, etc).
I have had Links run a couple different times but won't run the subsequent time.
Have tried the Voodoo wrapper - no luck
Tried the DDrawCompatLinks wrapper - no luck
Would appreciate if anyone has any other suggestions - other than Windows 10, which I did get to work in a virtual machine, but was unplayably slow.
