The tournament was originally scheduled to start on Wednesday and end on Saturday because it was held during Super Bowl week...when they moved the Super Bowl back a week they didn't adjust the tour schedule so now the people in Phoenix are now getting screwed.

After The Farmers, they would go to Pebble, THEN to the WD Phoenix Open(during SB Week). 
The way the calender fell, the PGA swapped Pebble and Phoenix this year. The NFL had one extra game this year but this is the normal 2-weeks prep for the SB.
