Problem with Links graphics on game screen

I am using a Dell XPS 8910 running Windows 11 23H2 64bit
13th Gen Intel 19-139000 processor
64 GB RAM
NVIDIA RTX 4070 TI graphics card
I had been using this for over a year without any problems. Now, I launch the game and everything looks great except I have no wind meter, periscope is blank, menus are hidden and the top view will not let me aim. Also have a few artifacts that will randomly appear on the screen.
I have played links after the last Windows update. After the problem appeared I updated to the latest version of the NVIDIA driver.
Any help would be appreciated.

Video problems have been a repeating occurrence with Links over the years.
With Nvidia is can be necessary to try different versions or family of drivers, some have worked some have not, latest is not always the best for Links, it can be a matter of finding a version that works then sticking to it.
With Windows 10 and 11 systems it can also be worthwhile trying the wrapper that is the subject of a sticky in this forum.
I currently do not have any Windows systems with Nvidia, so I can not offer any specifics, but Nvidia drivers have given me problems of one sort or another elsewhere.

What you describe sounds somewhat similar to the problem some users experience when they are on a 16-bit display setting instead of a 32-bit. Check what yours is set to and try changing it to 32 bit if it isnt already at that. If you used the registry edit, change it there (Depth = 1 is 32-bit), otherwise within Links' graphics settings menu.

I want to thank guys for you help, I appreciate it. What ended up working for me was the "wrapper". I'm pretty sure it was the Windows up date 23H2 that caused my problems. Now I can go back to playing the game I love. I have been playing this since Access Software first put it on the market.

Great to hear.
The Links 'Nvidia' patch along with the wrapper can resolve a lot of Video issues in my experience.
The other thing I have had to use is to try different Video resolutions, with some resolutions I have seen disappearing golfers, menus etc.
